20世纪40年代,美国大众传媒的集中和垄断趋势日益加剧。出于对媒体所有者人数越来越少的担心,美国《时代》周刊创办人亨利·卢斯于1942年邀请芝加哥大学校长罗伯特·哈钦斯领导一群大学教授,以局外人和学者的身份探讨大众传播界越来越多的问题。
这个后来以美国新闻自由委员会(又名哈钦斯委员会)闻名的研究班子,其成员包括传播学者拉斯韦尔等十多名平均每人出书12本的一流学者。他们对美国新闻自由的现状和前景展开了一项调查,其研究范围包括了当时美国的广播、报纸、电影、杂志和图书等主要的大众传播媒介,同时对新闻界的业主的良知、责任,以及这些责任对于形成公众舆论的普遍益处进行了讨论。
先后九易其稿,于1947年发表了后来被称为传媒的“社会责任论”奠基的总报告《自由而负责的新闻界》。

中国传媒大学出版社的前身是北京广播学院出版社,成立于1985年,是改革开放后最早成立的大学出版社之一。其上级主管单位是中国传媒大学,业务上受国家教育部社科司和国家新闻出版总署指导。2004年9月改称现名。中国传媒大学出版社现有播音主持、语言艺术、新闻传播、影视艺术、媒体管理、编校译中心等六个编辑部,以及市场中心、出版部、行政与总编办公室、财务部、数字出版部、经营中心等部门。
