然而，本书作者认为，欧洲人在近代早期并不具备普遍的军事优势，欧洲的崛起和扩张实际上是源于当时大陆帝国对海上霸权的忽视，而陆地上强大的东方帝国才是现代早期的征服者。

作者认为，19世纪末20世纪初的帝国主义在世界政治中只是一个短暂的例外。
